SUNAPEE BOARD OF SELECTMEN
MEETING
7:00 PM Town Office Meeting Room
Monday, August 24, 2009

Present: Stephen White Chairman, William Roach Vice-Chairman, Fred Gallup, Charlotte Brown, Emma Smith. Donna Nashawaty, Town Manager

Also Present: Katie Richardson Intertown Record, Charles Smith, Ted Gallup, Donna Gazelle, Diane Guyer, David Bailey, Peter Urbach, Arthur & Lena Osborne and Barbara Cooper.   

The meeting was called to order by Stephen White, Chairman at 7:00PM

Chairman White asked the Board for a moment of silence in honor of Ron Verblauw, who has been on various Town committees, passed away on last Friday, August 21st .

Selectmen’s Action
•Motion to sign the turkey raffle permit issued to the Sunapee Fire Dept, GM. by Selectman Gallup, seconded by Selectman Roach. Unanimous
•Motion to accept the appointment of Katie Richardson as an alternate to the Old Town Hall Committee by Selectman Smith, seconded by Selectman Brown. Unanimous
•Motion to sign the WCNH articles of agreement by Selectman Gallup, seconded by Selectman Roach. Unanimous. Donna Nashwaty reported the WCNH press release applying for federal funding has gone out.

Town Manager’s Report
Donna Nashawaty passed out the budget report thru the end of July, which shows we have 46% of the budget remaining, still holding steady and operating within budget.
Donna Nashawaty informed the Board of the Municipal Law Lecture Series held in six locations on 3 consecutive Wednesday evenings put on by the Local Government Center.
Donna Nashawaty informed the Board that the Upper Valley Regional Planning Commission is holding a Wind Energy Meeting on Wednesday, September 9th at 6:30PM at the Tracy Memorial Library.
•Donna Nashawaty received a request from CASA (Court Appointed Special Advocates for children) for consideration for funding in the 2010 budget for a $500 donation. The request was denied at last year budget.

Public Comments
•Selectman Smith commented on receiving a notice by email from the Beautification Oversight Committee regarding the gardens that won the awards for most outstanding and applauded the committee’s selection. Selectman Brown wanted to know at what meetings of the Beautification Oversight Committee were the awards discussed and decided who would receive them. Donna Gazelle explained that because of the weather and the judging has to be done when the gardens are in their “prime”, the decision is made by the committee members. No public meeting was held.



Selectmen’s Action cont.
•Selectman Brown has been approached regarding 3 Town parking ordinances issues. The 2 hour parking limit in the harbor, this is sometimes tight for restaurant customers on a busy night. On Elm Street by the post office, the cars park on the walkway side which makes it hard to get around the cars. And in Georges Mills it’s hard to find available parking when visiting residents. Donna Nashawaty stated that the parking and traffic ordinance is an ordinance of the Board of Selectmen and if the Board wants to make a recommendation for a change to the ordinance, it takes a public hearing, duly noticed, to take public comments, and then the Board votes to adopt any changes to the ordinance.
Selectman Brown will talk with the residents about the parking issues and get back to the Town Manager regarding putting on agenda.
Selectman Gallup reported the Beautification Oversight Committee has received a request to place a granite bench in the harbor using the format the committee established. Selectman Gallup is bringing it to the Board because other than a few loose ends the Beautification project is finished and the committee would like to know how the Board of Selectman would like to handle this request. After much discussion, a motion was made to contact the Montana family and thank them for their donation, but because the number of granite benches in the harbor is adequate at this time the Board of Selectmen cannot accept this donation. The Board of Selectmen will plan to have granite benches in other areas of the harbor in the future by Selectman Gallup, seconded by Selectman Brown. Donna Nashwaty asked the Board’s permission to discontinue using the instructions and donation form by Selectman Gallup, seconded by Selectman Brown.
Chairman White and Selectman Brown informed the Board of prior commitments on Monday, September 8th, so the Board of Selectmen’s meeting was rescheduled to Monday, August 31st, the next meeting September 21st will be back on schedule.
•Donna Nashawaty went over the important dates leading up to the town meeting. The budget presentations will be on Thursday, November 5th , Friday, November 6th  or Saturday, November 21st depending on Selectman Gallup’s work schedule. The final date will be chosen at next Monday’s meeting.

8:40PMA motion was made by Selectman Roach to go into non public session under RSA 91-A:3, II (d) . The motion was seconded by Selectman Gallup. A vote was taken to allow the representatives from the Water and Sewer Commission to attend the session. Roll call vote, unanimously.


9:35PM – Motion to returned from non public session by Selectman Gallup, seconded by Selectman Roach. Roll call vote, unanimously





Motion to seal the non-public minutes by Selectman Gallup, seconded by Selectman Roach. unanimously



Motion to direct the Town Manager to entered into an agreement with Underwood Engineers for Task 1, expend the money and continue negotiations with the 2 landowners by Selectman Gallup, seconded by Selectman Roach. unanimously



Motion to adjourn: Unanimous Meeting adjourned at 9:36PM
